Hotspur Helium Signs MoU for Exclusive Rights to Explore 10,400 km² Dead Sea Block, Jordan
2nd February 2026

Lord George Percy, Chair of Hotspur Helium, signed a Memorandum of Understanding (MoU) with H.E. Dr. Saleh Al-Kharabsheh, Minister of Energy and Mineral Resources (MEMR) in Amman, Jordan, granting exclusive exploration rights to explore the Dead Sea region. The landmark agreement marks the first helium exploration in Jordan.

Lord George Percy, Chair of Hotspur Helium:

“This MoU represents a highly compelling long term strategic investment for Hotspur Helium in Jordan. The Kingdom offers a stable, forward looking regulatory environment with a clear ambition to develop its natural resources responsibly, making it an ideal partner as we move to establish a new helium development province in the Dead Sea region.

Against an increasingly complex global geopolitical backdrop, the necessity to secure primary helium supply has become ever more pressing. The importance of helium as a vital component in the growth of AI, aerospace and semiconductor manufacture; and the development of steady, reliable and geopolitically resilient sources of helium is now a strategic necessity. We are delighted to be working with the Government of Jordan to explore that opportunity.”

The region is regarded as Jordan’s most prospective helium acreage, characterised by enhanced source rock potential, elevated surface helium concentrations and effective sealing stratigraphy, highlighting its potential as an untapped, world-class primary helium province.

During the MoU term, detailed surface exploration will be undertaken to delineate commercial helium accumulations within the acreage and to define high-priority drilling targets, with a view to progressing to a Production Agreement under the agreed commercial framework.

Tom Elliott, Co-Founder and Chief Operating Officer of Hotspur Helium:

“This agreement marks an exciting step towards unlocking primary helium potential in Jordan. The Dead Sea Block complements our growing helium portfolio, which now spans southern Africa and the Middle East, and supports our strategy of building a focused portfolio of globally significant, high-impact helium assets.”

Hotspur Helium looks forward to advancing the Dead Sea Block in close coordination with MEMR, as well as national and local stakeholders, and leading Jordan’s entry into the helium sector.
